How to improve ADSL communication? change modem?

Friends, there is a dsl line from Rostelecom, about 3 km long. All that I found according to the characteristics of the line in the modem:

Limited by the provider to 8 megabits. According to measurements, the line always shows stably 6.7 Mbps for reception and 0.3 - 0.4 Mbps for upload.
But there are a couple of problems when using the Internet to browse pages:
1. Unstable page loading speed, i.e. for example, today sites open in 2 seconds, and tomorrow in 5 seconds. Rebooting the modem helps, but not always.
Sometimes ping to external addresses rises to ~ 100 ms, after rebooting the modem it returns to 25-50 ms.
In this case, if you measure the connection speed, it will show the same values ​​as always.
2. A very noticeable subsidence of speed when someone downloads something.
The ping starts looking something like this:

Well, the page loading speed drops very decently, roughly speaking, someone opened the video on YouTube, the rest of the Internet is barely crawling. Is it supposed to be like this at 6.7 Mbps?
A similar picture is observed when uploading files to the Internet (upload), there is a suspicion that there is not enough bandwidth for uploading, which, according to measurements, is 0.3 - 0.4 Mbps. Could this be? Is this generally a normal upload channel width for a DSL connection?
I want to try to change my p660ru DSL modem to something more powerful in terms of signal / more customizable in terms of connection, can you advise something? Well, I will be grateful for any advice on the quality of communication.

This is a common ADSL problem. You have a bad line on your face. And what are the good ones? :(
In such cases, our guys blocked the port on the PBX down to reduce losses.
Changing the modem, of course, but this is a lottery, will not help. As a rule, it does not help. I measured the speed and noise on their equipment.
You can also ask to check the line. I don’t know how to explain it correctly, in general, we left a request not to the provider, but to the owner of the PBX (Ukrtelecom) so that they check the channel (cable) itself. In general, something they They did it there and improved over time.

Replacing the modem for adsl will not help, this behavior is quite normal
