How to implement website blocking through an Android application without root?

There is a list of sites, but which the user should not be able to enter when the application (Launcher) is installed and running. How to implement this feature on phones without Root rights?
For example, I installed and launched Launcher and now I can't access Apple.com through Chrome or the standard browser.
And is it even possible?

Maybe. Use firewalls that work through a local vpn.
