How to implement VLAN with virtual machines on AWS?

You need to deploy a VLAN where the virtual servers are located. I want to do all this in Amazon Web Services. I can not understand their description of services, I wanted to get advice. Here's what I want:
1. Remote users get SSH access to one of the VPS
2. All these VPS are connected to a local network (if it is not possible to do so, then VPN)
3. You may need one server as a router to be the center of this local network

Firstly, you invented garbage, Amazon has a default of the north in a dedicated local area network called vpc, you don’t need to do anything.
