How to implement the functionality of the post familiarization indicator on wordpress?

I want to implement the functionality of the user's reaction to posts.
An approximate workflow is as follows:
1. The author of the post requests a reaction (for example, clicking a checkbox, or leaving a mandatory comment, or like) on some posts from certain users.
2. Users are notified by e-mail about the request for reaction to the news.
3. The user performs an action, i.e. either puts checkbox = true, or writes a comment, or puts like.
4. A report on familiarization with the material is built, which should be shown to the author of the post and to some superuser (it is best if the link to the report is shown both in the post itself and in the admin panel).
How would you approach solving such a problem? Is it better to create a new type of posts or implement custom fields? What is the best way to build reports on custom fields (maybe there is a plugin)?
