How to implement the "Call from the site" functions on the service?

Hello! I don't know where to start.
There was such a task. It is necessary to implement the "Call from the site" function on the site.
Description
Phone consultation service, there are 20 expert profiles. A person logged in to the site, calls one of the experts, spoke, they helped him, the payment was withdrawn for the number of minutes, that's it!
The expert receives the call via the Web interface.
What is important:
- API for interaction (how many minutes we talked, with whom, when)
- Keep the load, up to 20 active clients.
- Support for new browsers ( ie6, ie7, ie8 go forest )
- Financial acceptability, at this stage, no $ 3,000 for a solution like
this

You can use WebRTC (for older browsers there is WebRTC4All). You can use Adobe FMS and a flash client. You can use Asterisk and sip.js.
There is no "free and works great" solution. Either cut free, or buy a working one.

It can be implemented using phpDaemon for the backend with the Asterisk-sa client ( link ).

We use RedConnect ( redconnect.ru )
I like the fact that there is a common browser that allows the operator to see the page as the client sees it, this makes it much faster to
find the problem and fix it. Also, there are no annoying pop-ups. Manufacturers themselves often improve
RedConnect - there is also a separate RedHelper widget, with which they are fully integrated and something new is constantly being added.
