I made such a text in illustrator, but now how to implement this in after effects? I want to make the text draw itself. Probably you need to overtake path in AE, but then how to paint it in this style? Can AE handle this or do I need to use third party plugins?

The essence of the effect is the placement of many identical objects on a given contour.
Directly, there seems to be no such effect in AE. So either third-party plugins (as already found above), or scripts, or "hacks" - i.e. filters are not applied as intended.
In this case, the effect can be obtained using the "echo" filter. You need to set the movement of the object along the path, then "bake" it into a separate composition, and already apply the echo filter to it, setting the settings to zero attenuation, direct overlay and a huge number of "copies" (by the number of frames in the animation). There will be an effect, but there is no talk of performance at all.
