How to implement SMS sending?

Good. There is a HUAWEI E1550 modem (can be replaced with HUAWEI E150) connected to a PC running win7 (you can convert everything to UBUNTU). You need to do this, from another server a request is sent to a PC with a modem (from a PHP script) and an SMS is actually sent (we send only text, the numbers are fixed (there are 3 of them)). Using online services is not an option (because this is a channel for notifications in case of an internet drop). How can this be implemented?

2. You hook up a modem using a usb cord
3. You configure
it 4. You get an SMS gate, to which you can send data to send sms to the input via http
