Which operator has SMS forwarding to email?

I want to receive SMS programmatically. Which operator in Russia has SMS forwarding to email or any other software interface? That is, they sent me an sms to my phone (let's say there is no phone), and the operator sent it to the post office.
The SIM card is (let's say) mine. I know the option with a cheap phone or GSM modem turned on becomes unbearable for dozens of SIM cards. Virtual SIM, SIM Bank, SIM Array - I know everything. The mail option would be the cheapest. Preferably the big three + Tele2.
A separate question - how many SIM cards can I legally buy for myself?

All SMS sent to the service number are broadcast to email or webhook.
Identification by prefix in the text, by the list of phones, by the list of previously sent SMS.
