What is causing the strange behavior of MTS Connect?

Good day, ladies and gentlemen. Before you start reading the description of the problem, I want to assure you that I'm not crazy.
I am in Kyiv. There is a problem with sending SMS via the Internet.
1. We connect to the Internet via the MTS Connect USB modem.
2. We go to any site that requires sending SMS confirmation for authorization (for example, liqpay, Privatbank, etc.). In the number to which the confirmation code should be sent, I indicated the numbers of different operators (MTS, Kyivstar, Life). Messages are not coming.
3. We go to the sites of mobile operators (MTS, Kyivstar). We are trying to send to the same numbers as in paragraph 2. SMS does not reach recipients.
4. We go to McDonald's. Connecting to Wi-Fi. And then a miracle happens. All previously sent SMSs begin to fall on phones.
Has anyone encountered this kind of problem?
Does anyone have a mts modem to check?

The question is closed. The problem did not recur on 2 different modems. On the same, unfortunately, there is no way to check.
