How to implement separation of a dedicated server in VDSmanager?

Let's say there is a dedicated server (Processor 4 cores, 8 threads), BILLmanager is installed on it. If I create a VDS and allocate 1 processor, and set the frequency below the core frequency, then the core will not be loaded as it should. And the server will be half empty, what to do in this case? Perhaps you can somehow use threads, I'm not strong in this. Please help me figure it out.

Cores are not hardwired to VDS unless you specify this for virtualization.
VDSmanager cannot do this.
So the CPU usage will be even as the VDS needs it.
Just create more VDS than cores, more than threads.
