How to implement multilingualism in WordPress?

There is a blog in WordPress.
Task: it is necessary to implement multilingualism. But the main source for writing translations should be files, i.e. you need to translate not in the Wordpress admin web form, but by importing and exporting any files to WordPress (json, xml, ...)
It will be convenient for the customer if he generates the files, translates them and then exports them to WordPress.
Questions: Is it possible? What plugins to use?

I would recommend using the “Polylang” Plugin
First of all, it is quite easy to use, but if you don’t figure it out, there are a lot of video tutorials and articles on this plugin

1) you can choose any plugin... I like wpml. They say polylang is good...
2)

here you can do it differently .....
- if the translations are contained in the theme files, then it can be localized, and then use the loco translate plugin or the PoEdit program (premium) to scan the theme and translate (create a po mo file)
