For which countries/languages should the Russian localization of the application be used by default?

There is a Russian-language Windows application intended mainly for the former USSR. Added English localization for a few foreign users. The application does not have an installer and a language selection dialog, it just starts. For which languages should Russian localization be enabled? Now the list includes Russian 1049, Ukrainian 1058, Belarusian 1059, Tatar 1092, Kazakh 1087 and Kyrgyz 1088.

If the application is free, turn on Russian everywhere, if it is paid, do the language selection dialog.
