In Viber, you can make a newsletter using a business account, partners will help with this. This service is paid. One message costs more than SMS to a phone.
I also wrote a program that simulated the user's work (find a person by phone number from the database, then sent him messages). But after a day of this program, Viber blocked it.
The presence of a registered telegram account on the number can be found out by simulating an attempt to register a new account to this number.
For Whatsapp, you need to add a number to the contact book and read the contact database of the Whatsapp application (sqlite, the location is googled) and filter out the numbers registered in Whatsapp.
Newsletter can also be carried out using specially designed bots.
All of the above is possible only with the help of specially designed software that essentially "hacks" or "reverses" the official software or service.
