How to implement mailing on Viber, WhatsApp, Telegram?

Hello!
There is a task.:
There is a database of phone numbers that need to be checked for accounts in Viber, Votsap, Telegram and, accordingly, send messages to them.
How can I do that? I smoke the documentation of these messengers, but I do not find anything.

Legally check for availability - consistently add phones to your phone's contact list and watch the reaction of chat applications.
It is impossible to legally organize a mailing list. Judging by what I see in telegram, there are a lot of tricks to make it difficult.
An example of a messaging bot - based on web telegram, the application emits literally adding a contact, entering character-by-character text, and so on, of course, from fictitious accounts, because after spam activities they will be banned almost instantly.

I can only answer about Viber ..
In Viber, you can make a newsletter using a business account, partners will help with this. This service is paid. One message costs more than SMS to a phone.
I also wrote a program that simulated the user's work (find a person by phone number from the database, then sent him messages). But after a day of this program, Viber blocked it.

The presence of a registered telegram account on the number can be found out by simulating an attempt to register a new account to this number.
For Whatsapp, you need to add a number to the contact book and read the contact database of the Whatsapp application (sqlite, the location is googled) and filter out the numbers registered in Whatsapp.
Newsletter can also be carried out using specially designed bots.
All of the above is possible only with the help of specially designed software that essentially "hacks" or "reverses" the official software or service.
