How to implement dynamic video?

So it goes.

Bottom line: drag the slider to the right / left and the video is played according to the changes in the slider
. I did something similar, but I was tormented to the point of pain - the video is updated poorly on some browsers and no smoothness is obtained.

But this was done in Flash, and I think for a reason.
Is it possible to implement such functionality without flash so that everything runs smoothly? Can a special video player be used?
