How to implement automatic connection of 2 Asterisk subscribers?

I decided to put the asterisk on a virtual machine for studying in my free time (I didn’t have to work with it before). I set up a connection with the outside world, now I can make long-distance calls.
I decided that it was too simple and came up with a task for myself:
1. An external application takes the client's phone number from the database and takes several operator numbers. All numbers are mobile.
2. PBX tries to reach the first number of the operator, if it does not get through, then it makes a call to the next one. And so on until you call.
3. After the PBX calls the operator, it makes a call to the client.
From which side to approach the task?
The task, in principle, is not unique, perhaps someone did it or there are solutions somewhere. I would be very grateful for advice and help. Thank you.

Maybe something worth doing? For example, pressing a button on a website by the same operator?
I met the "callback" service, somewhere there is a recipe , I think that this can be slightly modified / modified to suit your needs and applied.
