How to implement an exchange exchange between people?

Hello!
It is necessary to organize a site - an exchange, for the exchange of money between people and, in the future, but not yet important, things.
For example:
Person A lives abroad, he needs to transfer money to a card in Russia, and
in some countries this is either expensive, or difficult, or not possible.
Person B wants to withdraw money, without bank commissions.
One of them places an offer for an exchange. The second one comes in and finds offers by parameter, and if it doesn’t find it, it adds its own.
Maybe there is some ready-made script / CMS or as close as possible for cutting out for this?)
Additions:
For understanding! Exchanges will be only p2p, between end people. The site technically has nothing to do with the money itself. Integration with board systems is not required. The main thing is that people find each other for a mutually beneficial exchange.
Something like p2p.ovebmoney.ru or p2p.exchanger.ru, but without reference to web money.

The script against the background of this hemorrhoids is nonsense. If you have a financial resource and experience with payment systems, then hiring a student to do this on an order will not be any problem for you.
The problem is HOW exactly the money will fall into the HANDS of end users.
And HOW EXACTLY they will give them.
PHYSICALLY how money will move in this system.
Not virtually on the site, but physically.
If, in the end, all this will go through existing payment systems (how else? You won’t open your representative office in every city):
1) You won’t earn anything, on the contrary
2) How will you be more valuable in the eyes of these people than other other payment systems
