How to implement a one-page admin panel? It is planned that info will be added periodically in two blocks.
Use some ready-made system? Or most thus having no experience in php? Or is it possible in some other way?

I use MOD X for such purposes. You can configure any information output block.
It is also easy to stretch the layout by breaking it into the necessary chunks

if you have absolutely no experience in php, then it’s probably easier to take some kind of word press or similar cms, the admin panel is already inside. and pull the layout on it
