I recommend Yii. CMS like drupal, wordpress, joomla do not match your parameters (high load, clear admin panel, SEO-friendly, documentation, etc.). Such a project requires an individual solution, no other is given. Therefore, it is better to take a framework and cut the project for your tasks.
