What is the best option for hosting an API and HTML site on azure?
Is it necessary to create 2 separate applications - one web site for the API, one for the HTML?
Should the Web API potentially move to a Mobile Service in the future?

You can try API Management for API Hosting.
The easiest way to host an HTML site is on Azure Web Sites.
Or combine both Web API and HTML within the same project.
