How to highlight background color behind text in Photoshop?

Hi all. Started learning Photoshop and can't figure out how to highlight the color behind the text? In the Word, everything is simple about this, problems immediately arose. I'm attaching a picture to make it clearer what exactly I want.

Draw the background on one layer and the text on the other.
Perhaps there is another option, such as making the text a large stroke, and then clipping the layer with a mask.
