How to grant access to the program to another user?

There are multiple accounts on a PC. From under the admin account, the BlueStacks program was installed and configured for use by the child from under his account. Is it possible to open access to this program to another user while saving all the settings? Thank you!

As far as I remember, restrictions on the launch of programs by users in Windows are at the level of file system permissions. That is, you need to grant the right user read / execute rights to the folder with the program from under the admin account.
