How to go outside the local network?

Good afternoon. I apologize for a possibly stupid question. How can and is it possible to go beyond the local network? Conventionally, we have 1 router and 3 routers are connected to it, and 3/5 devices are connected to each router. In "my local network" I can only see the router and devices connected to it. So, can I see other routers and devices connected to them?

If "see" means "see in Windows Network Neighborhood" - then no. It used to be possible, but for some time now M$ has broken all this fucking and now the old instructions do not work, but there are simply no new ones.
