What HW configuration to choose for the server?

Now the server is running on an Intel Pentium Dual-Core at 2.7 GHz with 2GB of RAM (DDR3). Now it is possible to change to Intel Core 2 Quad at 2.4 GHz with 4GB of RAM (DDR2). Is it worth switching to the second configuration or not?

Answer the question yourself: what exactly does not suit you in the current configuration? If everything suits you, then there is no point in changing.
Moreover, now it is much easier to find ddr3.

No. What's the point of changing old stuff? Well, it will be a little faster in parallel execution of tasks, because of 4 cores that are a little slower?
It's not clear whether anything will be noticeable at all. If there is an emphasis in memory, then maybe, but it's not clear what it is about. Memory is worth a penny, it's easier to buy in addition. Transferring the server to you for a day, two weeks of debugging, another to an older platform.
