How to give a user access to a specific folder in Ubuntu?

You need to create a user, and a folder to him in / home, within which he can do whatever he wants, but he can’t get out of the limits, and he can connect via SSH and SFTP. What reasonable options are there to do this?

to enable bans in ssh, we create a local environment for a specific user and chroot it there.

Maybe just give him a container? :) To taste lxc, systemd-nspawn. In an attack case, even with a great desire, the user will not get out to the host.
