How to get static IP from different countries?

Tell me a cheap or even better free solution. With static IP addresses to exit from different countries. Interested in a fixed IP address. Something like TOR with switching its nodes. Of the inconveniences of TOR, this is that it does not give an arbitrary node and not a specific one, so you can get the country you need, but the IP changes. Plus, because of the architecture, traffic throughput drops dramatically. I don't need anonymity and encryption.

You at least read what a proxy/vpn is.
This is not the first question.
As if this is something free, I wanted to and went online from any country, and even change the IP whenever you want.
This is not a programming/software question at all.

Here I probably won’t help much, but there is a good service for IP geolocation - ip-api.com - I use it on projects. Determines quite accurately. In fact, you can take information from there in csv, json, xml. There is nothing difficult in this.
