Let's Encript certificates are issued for domain names. Not ip addresses.
1) Therefore, you first need to have a domain. If not, you can register for free
2) Next, you need to specify the domain on the server/PC where you can install the Let's Encript software and pass the validation.
3) Generate a certificate using this instruction
4) Install the certificate in the router (if it supports their installation), forward the domain
