How to get freelancers to constantly collaborate with the company?

There are freelance programmers who are ready to take on the work of the company. From time to time there is a need for the help of these specialists, but as a rule, at the right moment they are either busy with another project (of another company) or not available at all, you have to look for new ones, which takes a lot of time + there are risks because these are still new people for the company.
I wanted to hear people's opinions and work methods that allow organizing cooperation between the company and freelancers on an ongoing basis.

and he will be yours

Hire a freelancer. Probably not otherwise. Or somehow agree in advance that there would be no "damn, we need to start today" so that the freelancer can plan his work in advance. Still, they should not sit and wait for you to send them another project / task, they want to eat.

It's definitely impossible to "force" all people are free))) You can pick up a freelancer with frequent online and contact him. But all the same, freelancers often fall off, usually for a year or two, and he either got a job there or changed the language, engine, framework, etc.
Then if you have a lot of small tasks, this can infuriate them, because sometimes they bring little money but distract them a lot.

The method is the same as with outsourcing. In order for the company to constantly have your orders in mind, they need either a plan from you (which will be carried out), or a lot of money to level their downtime. In particular, we have a company with which we constantly cooperate and do not experience any special delays, although besides us it works with very many customers. We stick together on constant orders, money and an honest word.
A freelancer, as a rule, is interested in constant cooperation if the customer is adequate. Since at least part of the savings on the search for a new artist can go into his pocket.
