How to get free software from Microsoft?

Interested in whether there are real opportunities for an educational institution to get a computer class for free Windows and Office. Discounts on the Education version are not interested, unfortunately it's still expensive.
The educational institution is a vocational school, not an IT direction.

Education version

it also is a discount from MS for educational institution. Do you want a school discount in addition to a school discount?
Or is your establishment somehow better than others? Everyone takes the Education version, but you are owed it for free. If there are arguments in this regard - write. Straight to MS. I'll tell you, it won't be free, but in accordance with the law, foreign software must be commercial in the field of education and have a value including taxes that the vendor or manufacturer of the software itself must pay. 3 thousand for an Education license with licensed Windows and Office will be better for both vocational schools and the state.
