How do I register the relationship between me and the developer (and designer) so that I have copyright on the work I order (mobile application)?
I need guarantees that he will not sell or use my application code in any way.
How realistic is this?
Which option gives more guarantees:
1. My individual entrepreneur in Russia, an agreement with him/them (as with an individual or an individual entrepreneur)
2. My "IP" in another country, an agreement with him/them as with performers
3. Or draw it up / them as employees in your Russian IP?

No way.
We carefully read the Civil Code of the Russian Federation, chapter 70 COPYRIGHT . I recommend reading the entire chapter, especially articles 1288 - 1297.
As for the form of ownership of the yurik for whom he will work - yes, to the lantern.

Copyright is always assigned to the developer!
You are most likely confusing "Copyright holder of the exclusive right to the result of intellectual activity."
Civil Code of the Russian Federation Article 1233. Disposal of the exclusive right - read.
In the contract, write about the transfer of the exclusive right with all the possibilities: publish, make changes, use, sell.

Draw up a contract and indicate that the result of the activity is such and such a program with the transfer of ownership.
But that doesn't give any guarantees. The best guarantees are an isolated room without Internet access where the employee must fulfill obligations to you. This is not a joke! This is actually practiced.
