Who, how and in what order checks the licensedness of the images on the site and / or used to create the site design?

It's a matter of chance, the owners of the image themselves check.
If a person has registered his image.
For example,
CreativeCommons
copyright.gov
or the image is watermarked accordingly.
The host will already have full legal rights to their content. In case of violation of the publication, the right will apply to the administration of the resource, site, court, etc.

As a photographer, I periodically run my photos through a Google image search. Allows me to somehow find where my images are.
If we talk about the licenses used, then the most reliable option is to buy on stock sites. Because even on discs/rebounds marked “free clipart” there are obviously stolen photos.
