How to get cell reference from previous row in google spreadsheet?

Let's say I add a new row to the table and don't know what it will be in the account.
At the same time, in one of the columns (for example, A) I need to specify the value from the previous line of the same column.
For example, cell A10. I need to get the value in this cell: =A9+1. How can I do this without knowing the previous line number?

Refer to the cell with INDIRECT. For a cell in the same column one line above:
INDIRECT("R[-1]C";0)
