How to get bytes from wav file to flask, and from bytes to get audio form to html?

1) How to get bytes from a wav file to flask to send to JS?
2) How can these bytes be written to the audio form for listening?
The Flask server synthesizes speech from the text. I save wav file from npy. But I don't understand how can I send this record to the frontend, written in vue, to play the file?
