How to get away from short tasks in freelancing?

So far, by and large, for me, freelancing is a secondary work market - edits, tweaks, alterations, etc., which, frankly, weighs me down. Motivation disappears. But when I work on a project from start to finish, I feel like a "creator" and this problem does not arise. But on freelance exchanges, developing a project from scratch usually has a lot of responses, 20-30 or more - it’s difficult to get through.
What can be done to completely move away from "secondary" work to "primary", i.e. engage exclusively in the development of projects from scratch?
Maybe a noob question, but for now, freelancing is more of an occasional job for me.

Raise your rating, take work from scratch

Have an excellent resume (portfolio), a lot of reviews and then with 20 responses you will be more likely to pay attention.

Most often, large tasks are given by clients who have solved small works. And taking an order even if you have a lot of reviews is not easy.
