How to get around the error in the ipgeobase.ru answer?

Good afternoon. I have been using the ipgeobase.ru
service for 3 years now , but over the past year, in response to every 2-3 request (and sometimes more often), an HTML redirect comes instead of XML:

<!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML 2.0//EN"><html><head><title>301 Moved Permanently</title></head><body><h1>Moved Permanently</h1><p>The document has moved <a href="http://geobalancer/geo/?ip=IP">here</a>.</p></body></html>

Of course the URL geobalancer/geo/?ip=IP is not valid either.
Anyone else using this service? How did you solve the problem because the percentage of failures is extremely high.
The administration has not responded to email for a long time at all, and the blog of the service has died long ago.
PS Perhaps someone knows a worthy alternative to this service, at least in the Russian Federation and the CIS, but better in the world?
