How to get administrator rights in windows recovery?

Due to one problem, I was transferred to Windows recovery and from there I can’t go, not to the command line, and not to other recovery points, because you don’t have administrator rights, is it possible to get them in such a place, well it’s a vicious circle, only one Bios works, I hope I get an answer, otherwise I don’t know what to do.

Not being an expert in either BIOS or OS administration, I have to answer "by appointment". The computer is called personal
for a reason . If you are the only user on it, then you are its administrator by default. Those. you do not need to look for and get some special rights somewhere - you already have them, simply because you are the full owner on your computer and are free to do whatever you want. However, sometimes in special cases, administrator authority must be confirmed. For example, many programs require you to run in administrator mode. This is selected in the context menu at startup - instead of the usual "Open", "Run as administrator" is selected.
Now about your problem. It is described well, very vaguely and incomprehensibly. All that could be dismantled is the need to restore Windows. Firstly, recovery can be different - you can restore from restore points periodically created by the OS itself, or from backups that the user himself must periodically make. In any case, these procedures do not require any special administrator rights.
To understand who and why requires you to have some special rights for a completely ordinary procedure, you need details, but there are none in your question, instead of them some kind of mess of words.
