How to get a job offer from the USA? give advice, maybe you have experience?

I want to move to the USA.
bachelor 26 years old, specialized VO (specialist), experience in web development on different platforms for more than 5 years.
what do you advise?
start sending resumes?
can apply for a tourist visa and, while already in the US, start "bombing" IT firms

In order to be given citizenship, you have to try very hard.
They don’t need web developers (there are plenty of them; freelance Indians). Russian engineers are being taken away with their hands.

Strongly pump in very rare and useless skills. There is a possibility that there will be a buyer ready to pull a specialist out of Russia.
