How to generate tiles (OSM) for the whole world under Windows?

The task is simple: there are several machines (all under Windows) that need maps without the Internet.
SAS.Planet is used as a client.
We need detailed maps of Moscow and the region (+ several regions), good maps for all of Russia and general for the whole world. Also, sometimes you need to be able to update maps and download regions as needed.
What was tried:
Loading maps of the same SAS.Planet. This method is long and not ethical in relation to server owners.
So I moved on to the idea of ​​generating maps from OSM files. Tried:

  • Mapsurfer.NET, I didn't figure out where and how to get styles, I also had problems loading the whole of Russia;
  • TitleMill, as I understand it, it is not quite for these purposes;
  • Maperitive, understood (there is nothing to understand), but it does not load really large maps.

What are the most reasonable options under Windows for generating given maps? Who has experience?
Perhaps there is a way to send tiles from Maperitive for generation without downloading all the maps to the client?

The most reasonable option is to refuse to generate all the tiles for the whole world. Do you know how much disk space you need for this? Why the hell do you need it if you only need to service a few cars?
Requiring this to happen under Windows of course makes things very difficult and deprives you of the ability to use Tilecache, for example. But you can use the Mapserver server www.maptools.org/ms4w (or install it as part of OSGeo4W trac.osgeo.org/osgeo4w/wiki/PackageListing ) and generate an image only on request. You can convert styles for it from a variety of ready-made ones used in OSM with this osgeo-org.1560.x6.nabble.com/ANN-Magnacarto-conver...
Well, the procedure for uploading the planet.osm file containing a dump of the entire world map to the PostGIS database is in itself very non-trivial (although there are different descriptions, look for the keywords osm2pgsql and planet.osm). You also have to take care of updates through diff files.
