How to generate landings (sections) of the catalog on Bitrix?

For different sites on Bitrix, we manually create landings for promotion each time. We write technical specifications, make a template, place the content manager, and so on. Landings are categories in the directory.
The operation is standard in all respects, differing only in the page template.
The idea is that the seo department would generate a csv file with the title, text, meta tags, and so on.
I know that there is a standard import of products via csv or xml, but the fact is that you need to put down id-shniks and so on, and besides, we need categories, not products. That is, in fact, you can only import what you exported, but in our case you need to generate them. Or am I wrong?
So far, the most logical and fastest solution I see is writing a script that will directly write data to the database from a csv file.
Is writing such a script the best solution? Or is it still possible to get by with standard imports?
