How to generate bower.json file?

I wrote one datetimepicker
plugin In the issue to it, the English-speaking guys suggest adding some bower.json to it, they say it would be great.
I googled about bower, so I realized that this is some kind of application repository, and my plugin should be added there. Or I'm wrong and it's enough to add bower.json to the project and that's enough. Tell me who's in the know.
