The situation is as follows, I live in a city with a population of less than a million, for this reason it is difficult to find a job on a WEB profile, there is only hope for freelance, but at the moment I have the following skills:
1) Layout, cross-browser adaptive sites without problems
2) PHP, blogging on crutches , aggregators, etc.
3) Javascript, only basic knowledge
But, during the unemployed period, I lose my incentive to study (it makes sense to study if there is no work), I would happily sit at textbooks all my free time, but it turns out like this, what should I do?

Register on freelance exchanges, register on thematic forums, look for vacancies for remote work. It's always hard to start, it's like that for everyone. At the first stage, cling to everything that is - for any work, including almost free. Your task is not so much to earn money (beginners are paid a pittance and the competition among them is huge), but to make friends who will recommend you to others. If you don’t have a spare cash reserve, then avoid any options where you have to pay, because you will not recoup your costs. There are free resources with work - concentrate on them. At first there will be very few orders and they will arrive very irregularly. Then there will be more orders. Then you will be offered a permanent remote job with a low salary, and then there will be the same offers with a high one.
