How to forward USB-HID in Windows via RDP?

You need to forward the USB barcode scanner to windows server 2016. It's just that when you connect via RDP, what the scanner reads is transmitted, but the device does not appear in the system and the program to which you need to transfer this output (not 1s) cannot work with it. With standard windows tools, it turned out to forward a lot of things, but not hid.
Tried USB network gate. She forwarded the scanner without any problems, the device appears in the system, but the output from it does not go to the rdp connection session, but to the host machine itself (I see in the vmware console what I read with the scanner).
I met reports that windows blocks access to local hid devices when connecting via rdp. Can this be bypassed somehow?
I understand that the ideal option would be to transfer the scanner to the com port mode and it would be quietly transmitted via rdp, but a lot of scanners have already been bought and they do not know how (Chinese noname).

@NeiroNx

then it's easier to modify the program so that it reacts to keyboard input.
