How to forward the port to access the web interface of the home server (Zyxel router)?

Hello.
There is a Zyxel Keenetic, a home computer is connected by wire. The computer has software (uTorrent WebUI), the web interface of which is available at: http://ip-address_of_computer_in_home_network: 3456/gui/.
I tried to make a rule (do not look at the name of the rule, Plex is installed on the same computer, it also cannot forward port 32400 to it), as in the attached picture, but it does not work.

What am I doing wrong?
The interface is correct, I go to the Internet via PPoE. Through it, remote access to the web interface of the router on port 80 is configured - everything works.

All possible reasons are also indicated there - "Typical reasons for port forwarding inoperability" . Especially correct about updating the firmware.
The DHCP server does not reserve IP for the mac of your computer. That is, the port is thrown up, but the computer has a different IP.
