How to forward the Internet through the provider's network?

Given:
ISP by gepon.
Two subscribers, one with the Internet, the second only with access to network resources.
Is it possible to somehow forward the Internet to the second subscriber?

If you only need HTTP and HTTPS at the second point, then the simplest thing is to raise it on the first proxy. If you need a full set of protocols, then a full-fledged NAT is needed at the first point.
Wrap all this in a VPN or not - at your discretion.

If subscribers see each other then a proxy or VPN. But it is very likely that they will not see each other.
