How to forward L2TP through NAT in RouterOS?

Hello! The task is this:
There are three Mikrotik routers.
1. DOM1 (there is an L2tp server on it, the router itself accesses the Internet via PPPoE)
2. DOM2 (here the L2tp client, with the router DOM1 communicates via L2tp (UDP / 1701 is open on DOM1 ) through the provider's intranet (not pppoe interface). Packets between
3. OFFICE - another provider, L2tp client. OFFICE
does not want to connect to DOM1via external IP (the address is white, other forwarded protocols such as RDP, HTTP work). Port 1701 in ip-firewall-firewall rules is open for pppoe connection and ip-firewall-NAT is forwarded to the internal network address DOM1 .

oh wait, I didn't understand you completely. vpn network between them and you want to cling to external ip through forwarding?

And what is required? Do you need access to cameras? Either by white ip or through a cloud service. But I always turn off the cloud because it is sooooo easy to break bots.
