How to forward intel hd 2500 to VM?

Given:
hp microserver gen 8 - all firmware from the latest spp
xeon e3-1265l v2
Proxmox 5.2 - package versions are up-to-date.
windows 2012r2 vm - guest OS
I want to:
1. Request a video card integrated into the CPU.
2. Use vm intel quick sync for transcoding to plex.
What I did:
1. Enabled integrated graphics in bios, disabled by default.
2. I ordered lspci and was surprised - apart from matrox there are no video adapters, although in those success stories that I googled from the people, vidyuha came to the system, but there were desktop mothers.
There were 3 options to choose from in bios
1. Use matrox, integration is disabled
2. Use matrox, integration is enabled
3. Use integration, matrox is off
. in the case of the third point, it will break in ilo remote console, because ilo captures the image from matrox.
Actually the question is why intel hd does not come to the host system and how to win it?

@CityCat4

No way :(
Intel integrations are not forwarded to virtual machines at all. From the word at all. We swim. ATI is best forwarded - most of the success stories are usually written on them. put firewood on it if it's Windows.
