How to forward file to root folder in ubuntu?

I created a txt file and I need to move it to a folder called root, but since this is a system folder, I don’t know how to throw it there. I do not know the file. Please help me understand this issue.

If you need to upload the file to the directory on the screen, then
sudo cp /path/to/file.txt /file.txt
