How to formulate the right application for a freelance exchange?

Good day. I am developing websites. Namely, adaptive layout, work with engines, etc. But I don't know how to create a proper freelance request for a project. There are works in the portfolio. What does the customer want to see in the application?

Now in a crisis, the key is the price and timing.
Also, if you describe the conditions and proposals for a specific project (questions about the project will be a big plus).
If the customer sees that the freelancer has devoted a few minutes and accurately studied his project, it will be a huge plus.
Do not write formulaic answers.

But in fact, ordinary courtesy is enough, there is no single recipe.
Start with a greeting, you can add something standard in the spirit of "ready to implement the project"
if you have experience, indicate this
if necessary, ask clarifying questions ....
you can estimate the terms and price in a draft if possible

Для начала опишите стек технологий для реализации данного проекта,уточните есть ли полноценное ТЗ,предоставьте контактные данные,кейсы/проекты,стоимость не завышайте,но и падайте в грязь лицом,адекватный заказчик в курсе расценок и человеко-часа.И не выдумывайте велосипед.
