How to format a flash drive?

I bought a flash drive for 8gb, and decided to change the name on it. I have a mac, I formatted it and changed the name. There have been formatting encoding issues, on macs this is a known issue. As a result, I formatted it in ex fat format. But now a problem has arisen: out of 8gb, 200mb is available to me, since a partition has been created on the flash drive, and the rest of the memory is not available. Tried to format in different formats, and tried on Windows. Who knows how to return the flash drive to the default state?

Computer Management - "Something related to disks (I don't remember the name)".
Find a flash drive there, format it, make a new partition.
If you need a flash drive on all devices, then it is better to format it in FAT32
