How to format a completely hard drive with Windows without an installer through the BIOS?
Without a Windows installer, without dumb programs, full formatting, and not just erasing the table of contents?
Is it possible through the command line from a running Windows? Or just bios? If only bios, then how?

Only if the disk is not bootable - it does not format itself.
Through the BIOS, in no way from the word at all, it is not intended for this

Some BIOSes have an item for working with disks - and for formatting them as well . But in the new ones, as a rule, this is not - so as not to load the poor user.
Booting from Hired BootCD - and you have a wide range of all sorts of utility that allows you to format the disk, at least quickly, at least slowly. But if you need to overwrite the data - formatting will not help here - the screw controller is also such a microcomputer now and it will easily ignore the command "repair what is not broken".
To overwrite data, the most reliable way is to fill the disk with some kind of distribution. Stupidly copying it as long as there is space.

Very old BIOSes had a low-lever format, but this is for those disks that still did not have their own controller. These have not been produced for 30 years.
In modern BIOSes, formatting is extremely difficult to find. Unless with raid support, there may be utilities for splitting.
As for "stupid programs" - I advise you to read the help, the vast majority can perform full formatting, if you specify it.
The easiest way is to connect the screw to another Windows (or whatever you have), or boot from the boot disk, repartition it into one partition and write the data to the eyeballs. It will take a lot of time.
