How to force Windows to start from SSD when HDD is disconnected?

As I understand it, when installing Windows 8.1 with two disks connected (SSD and HDD), the system is installed on the selected one (SSD), and the System Reserved partition, which is needed for the initial system boot, is located on the second disk. How to move this partition to SSD? What else needs to be done to be successful?

I've never been able to install windows like this. Reinstall it with disabled hdd. Without reinstallation - I do not know.

1 make a resize on ssd to 100 mb
2 clone this partition on ssd from hdd
3 boot in recovery mode edit the boot menu

Kill all partitions on your SSD and create them again when installing windows 8.1
You can turn off the HDD during installation.
And one more thing, as far as I know, starting with Windows 8, the boot partition is created with a size of 350 MB, not 100.
